Victoria County commissioners have approved the final payment on certificates of obligation issued in 2001 for construction of the courthouse annex.

The $402,999 payment approved Monday completes payment of $5 million for the annex on Bridge Street adjacent to the Victoria County Courthouse.

The court also approved a payment of $619,900 on $3,830,000 in tax bonds issued in 2010 that refinanced some previous bonds from 1998. It also paid $616,083 on $8.5 million in certificates of obligation also issued in 2010.

The bonds were issued for the new radio system, to pay for jail improvements and other building improvements and for the demolition work at the airport.

The 2010 tax bonds mature in 2016 and the 2010 certificates of obligation in 2030.

The payments were made at the request of County Treasurer Sean Kennedy.

Commissioners also approved an agreement with Bexar County to receive $76,000 for the Housing Opportunities for People With AIDS program.

The agreement is for funding of direct social services to clients who are HIV positive and have no other financial source to cover their expenses.

The total funds are a 7.31 percent decrease from last year, according to a memo to the court from Dr. Bain Cate, Victoria City-County Health Director. Bexar County receives the funds from the U.S. Department of Housing and Urban Development and the Texas Department of State Health Services.
