I am a teenage fan of the Harry Potter series and I'm looking forward to the release of the newest Harry Potter movie. I heard that the Victoria Public Library is having an event to celebrate the movie's upcoming release. Can you tell me more about it?

The Victoria Public Library is hosting an event from 2 to 4 p.m. Monday to celebrate the upcoming movie release of "Harry Potter and the Deathly Hollows: Part Two." Teens are invited to make magic wands and learn how to concoct Harry Potter-themed snacks. Those attending are also encouraged to dress in costume to compete in a costume contest and have their knowledge tested with Harry Potter trivia. This is a free event that's open to teens in sixth through 12th grades.

Harry Potter Day is part of the Library's summer reading program, Texas Teens Reads. Teens receive a library buck for every hour of reading to redeem for prizes. The reading program concludes with a gaming party and ice cream sundae bar in August.

With recent restrictions on water usage throughout the city, can you please tell me when I can water my lawn and how much water I am allowed to use?

The city of Victoria recently initiated the second stage of its drought contingency plan only a few days ago. Under this plan, residents are asked to limit watering their lawns and landscaped areas between the hours of 6 a.m. and 10 a.m. and from 8 p.m. to midnight when using hose-end sprinklers or automatic irrigation systems.

However, residents are permitted to water their lawns at any time if it is done using a hand-held hose equipped with an automatic shut-off nozzle, a hand-held bucket or watering can of five gallons or less.

For more information about the water restrictions and to learn about tips for conserving water, please visit the City's homepage at
