Finlay: Court experience key to JP4 office

Note on runoff coverage

The runoff elections for the Democratic and Republic party primaries is July 31. Early voting begins Monday and ends July 27. The local candidates in the runoffs are being profiled. Today's candidates are seeking the Democratic Party nomination for Matagorda County Justice of the Peace Precinct 4. The winner will not have a Republican opponent in the November election.

With a background as an associate municipal judge, Mark Finlay said he would be the best candidate for Justice of the Peace, Precinct 4.

"I am the only one with 14 years of experience as a municipal judge and have the knowledge to perform the duties of this position," he said.

A former Matagorda County sheriff's reserve captain and four years as a correctional officer for the Texas Department of Corrections, Finlay said he would bring the tools necessary to perform the duties of justice of the peace from day one.

The 60-year-old Bay City resident said as the only candidate with a degree in criminology, from Sam Houston State University, he will be able to perform the duties set for the position of justice of the peace.

Finlay has operated his family business for 37 years, is a former city councilman for Bay City and a past president of the Bay City Lions Club.

Adelfa Lucio, retired deputy clerk for the city of Bay City, said she fully supports Finlay.

"I always liked the way he handled people when he was a judge. He was impartial and fair to everyone," she said. "People like him, he is an honest man and I feel he is the best candidate for this position."

Lucio said Finlay had a good work ethic and liked to always studied the case before making a decision. He believed in getting the entire story and that meant speaking with police officers and anyone else before making a decision.
