Business owner Mark Finlay won the Democratic party nomination for the Justice of the Peace, Precinct 4.
He received 53 percent of the votes to beat Norman C. May, who received 46 percent.
"It was a very close race, a long and tough campaign, and I am very appreciative of everyone who came out to vote and supported me in this runoff election," Finlay said.
The 60-year-old Bay City resident said he was the only candidate with a degree in criminology from Sam Houston State University.
He does not have a Republican Party opponent in the November election.
"May was a tough competitor," he added.
The former Matagorda County sheriff's reserve captain also worked four years as a correctional officer for the Texas Department of Corrections.
Finlay said he would bring the tools necessary to perform the duties of justice of the peace from day one.
