Should background checks be required on all people buying guns?

"That is almost impossible to control. Let's say if your dad gave you a gun, would your father do a criminal background study on you? Of course not; he knows you. To be able to control private sells between friends, family and neighbors would be almost impossible. They can have it on the books, but how in the world can they enforce that ?"
