Victoria residents are out of the second stage of the city's emergency drought plan.
City officials lifted the drought restrictions Thursday afternoon, bringing the city into Stage I, which calls for voluntary water conservation.
The restrictions were lifted after the flow of the Guadalupe River successfully remained consistently above 150 cubic feet per second since Nov. 5.
The first stage of the drought plan will remain in place until normal flow patterns return to the Guadalupe River.
Under Stage I, residents are asked to voluntarily conserve water whenever possible.
