Debris from hurricane clean-up litters streets, causes flats

My mother and I, both residents of Victoria, have each very recently had flat tires on our vehicles in less than a month's time. Also, my great-niece had a flat tire, and so did my cousin. I have spoken to other residents of Victoria, and they have had the same complaints.
We are all concerned and affected by the amount of debris on our streets, some of which comes from the roofing work and cleanup after Hurricane Harvey.
As a resident of Victoria, I am concerned about the number of flat tires that are suddenly occurring as a direct result of work done after the hurricane. Like everything else, tires are not cheap. Also, having a flat can cause an accident.
The bottom line is that the city of Victoria needs to take action to clean the debris from our streets.
