Shouldn't be allowed to sell homes in Greens Addition

With regard to the recent article published about the city's discussion on A buyout plan for Greens Addition and other flood plains in Victoria, I live in the Greens Addition and can't believe that the city allows Realtors to sell homes and property here. Might I add - not cheap either.
Some homes sell for $85,000, and land asking price is $68,000. Ridiculous.
I'm ready for the city to revisit the buyout plan, but it needs to be a fair price. I've also talked to people in my neighborhood, and what I've been told is that in 1998 when FEMA bought out homes, it was for nearly nothing.
I've tried buying homeowner's insurance, and because I have no mortgage, that makes it unrealistic to purchase any flood insurance. Before you're able to purchase flood insurance, you need to have a flood elevation certificate, and that costs more money.
