Andrew Rucker

Officers arrested Andrew Le-Van James Rucker, 27, of Victoria, on Wednesday evening, on suspicion of kidnapping and interfering with an emergency request for assistance, as well as on five warrants charging him with Class C misdemeanors, according to police.

Police responded to a disturbance call in the 100 block of Yosemite Drive where they were told an 18-year-old woman was being held against her will by Rucker. Rucker and the woman left the home before police arrived.

Jackson County deputies later found the vehicle with Rucker and the woman inside at a cemetery in Edna.

An initial investigation found the woman was forced into the vehicle and Rucker took her cell phone when she tried to call 911.

In an unrelated case, deputies arrested Hedilberto Cortez Jr., 42, of Laredo, on Wednesday, on suspicion of human smuggling.

Cortez remained jailed Thursday with bail set at $80,000.
