"Should possession of small amounts of marijuana be decriminalized?" -- No, marijuana should be made completely legal. There's no justification for it to be illegal at all if possession of a "small amount" is legal or "decriminalized". There's no justification for it to be illegal anyway. It was declared illegal in the 1930's to placate the liquor industry that was in recovery from Prohibition. Being thrown in jail, thereby losing one's job, home and family is far more harmful than any perceived threat from marijuana use, especially when alcohol and tobacco, truly toxic substances, are legal. It's time to legalize and tax marijuana just as we do tobacco and alcohol. BTW, Lieutenant Governor Dan Patrick is a major impediment to legalization in Texas.
