'A sore sight': Hundreds of minors, families housed in pop-up border facility

DONNA — John Merrell stood atop a grassy crest overlooking a sprawling maze of tents, chain-link fences and U.S. Customs and Border Protection agents in the city of Donna, about 5 miles from the U.S.-Mexico border.

He peered from the top of a concrete structure housing a large storm drain, hoping the extra height would yield a better look inside the more than 250,000 square-foot, clandestine facility housing more than 700 unaccompanied minors and thousands of other migrants.
