On the back of a slip of paper listing phone numbers for various city entities, Linda Vandale has documented every time she’s called to lodge a complaint about the drainage lines near her Victoria home.

The dozens of calls — some dated as far back as 2008 in ink that has faded with time — ran the full length of paper. At the bottom, she recorded two times she’s called in recent days after heavy rains and poor drainage, she said, flooded her home again.
