For Jennifer Williams, general manager of Burdogz Bar & Grill, watching the Facebook Live stream of Gov. Greg Abbott’s Thursday press conference was an emotional roller coaster.

When Abbott announced a new executive order allowing restaurants, retail establishments and other businesses across Texas to operate at 75% capacity, Williams thought her already-bustling restaurant would be able to let more customers in.
